Position Information:
Welcome to Harney County, where Head Start and Pre-School Promise are the foundation for successful
education for our children and families. Located in the heart of Harney County, Burns covers an
expansive 10,000 square mile radius and serves 8 remote and rural communities, along with families residing in
Burns. Collaboration and work with the Paiute Tribe are integral to our mission. As the Director of Head
Start and Pre-School Promise, you are the voice and advocate for early childhood education. Your voice
matters, and your advocacy is critical to the success of our programs. The Early Childhood Center is a
partnership with Harney Education Service District and works alongside the Harney/Grant HUB and
CCR&R.
Position Purpose:
Coordinate all functions of the organization. Work with the management team, providing leadership in
planning, designing, implementing, and evaluating program systems, and in representing the agency in
local, regional, state, and national communities.
Minimum Qualifications:
Minimum of a Bachelor’s Degree in Early Childhood Education, with supervisory experience, is preferable.
Knowledge of State licensing requirements and Head Start Performance Standards. Strong knowledge of
best practices and systems in the field of early childhood.
- Strong computer skills, including internet and e-mail, and the ability to learn new systems as
needed
- Valid Oregon Driver’s License
- Current enrollment in the Child Care Division – Central Background Registry.
- Head Start experience preferred.
Essential Job Responsibilities:
Supervision
1. Hire, coach, and evaluate the performance of HS Managers: Education/Health & Safety, Family
Services & Enrollment(ERSEA) Manager, Administrative Assistant & Food Services Manager.
2. Facilitate resolution of conflicts.
3. Promote a consistent exchange of information across the Agency.
4. Encourage and support professional development opportunities.
Systems Evaluations and Development:
1. Plan and facilitate regular leadership meetings.
2. Participate in the design of internal structures, systems, and policies.
3. Ensure adequate systems are in place to maintain the highest quality of services to children and
families in compliance with Head Start Performance Standards, providing consistency in service
delivery across programs and utilizing inclusive practices and continuous improvement of
systems.
4. Ensure coordination among components, across levels, and with the organization.
5. Participate in the development of program interagency agreements and contracts.
Public Relations
1. Establish and maintain relationships and collaborations with public school districts, systems of
higher education, and other community agencies and partners by attending meetings,
professional development activities, and organized community events.
2. Regular presentations to parents, staff, Board of Directors, Parent Policy Council, and community
groups to provide information and ensure collaboration.
3. Collaboration with HUB and CCR&R directors/staff.
Budgets & Grants
1. Oversee the efforts of managers and consultants in the monitoring and control of the component
budgets; identification and interpretation of Head Start and community needs; conformance to
Performance Standards and other regulatory requirements.
2. Participate in the development of collaborations and facility development for future expansion of
families and/or services.
3. Participate in monthly Department Head meetings with the Business Manager in the development of
program budgets and reviews.

Position Information:
- Starting Salary - $65,000 - $75,000 DOE - 235-day calendar; 40 hours per week
- Benefit Package - Insurance allocation of $1,550/month, PERS employer allocations as required
